# MSA Payroll System - Phase 2 Implementation Summary

## Overview

In Phase 2 of the MSA Payroll System for Antigua, we've implemented the following key features:

1. **Timesheet Processing**:
   - Added support for importing CSV files in the specific Attend Time Clock format
   - Implemented parsing of time entries including conversion of time formats to decimal hours
   - Created database structure to store timesheet periods and entries

2. **Antigua-Specific Payroll Calculations**:
   - Implemented Social Security calculations (7% employee, 9% employer)
   - Applied the $6,500 monthly insurable earnings cap
   - Added Medical Benefits calculations with different rates based on employee age
   - Implemented the tiered Education Levy calculations
   - Applied age-based exemptions for retirement-age employees

3. **Paystub Generation**:
   - Created PDF generation functionality for paystubs
   - Implemented email delivery of paystubs to employees
   - Added detailed breakdowns of all deductions

4. **System Settings**:
   - Added configurable settings for all tax rates and thresholds
   - Made retirement ages and medical benefits age tiers adjustable

## Implementation Details

### Backend Changes

1. **Database Tables**:
   - Created `timesheet_periods` to store pay period information
   - Created `timesheet_entries` to store individual time entries
   - Created `payroll_runs` to track payroll calculation batches
   - Created `payroll_items` to store individual employee payroll calculations

   - Added email capabilities to send paystubs directly to employees
   - Created a responsive HTML email template

5. **Documentation**:
   - Created comprehensive API documentation
   - Updated Postman collection with new endpoints
   - Added documentation explaining Antigua's specific payroll rules

## Testing

The implementation includes the following for testing purposes:

1. A sample CSV file with timesheet data
2. A migrations script to update the database schema
3. Postman collection with all new API endpoints
4. Update script to easily apply all Phase 2 changes

## Next Steps

Future enhancements could include:

1. Implementing a frontend interface for CSV upload and payroll processing
